IV80828: TRIRIGA'S DEFAULT LOGIN PAGE FLASHES BEFORE ALTERNATE LOGIN PAGELOADS

Error description

• When an alternate login page is configured through TRIRIGA, the
  default TRIRIGA login page still starts to load.
  
  You can almost miss it but for about half a second before the
  alternate login page (as configured through the
  TRIRIGAWEB.properties file) loads, you can see the standard
  TRIRIGA login page with the username and password fields
  starting to appear but then it disappears, replaced by the
  alternate login page.

Problem summary

• The index.html page would make a call to the server to see if
  it should display the alternate page. On slow connections this
  would be seen as a 'flash'
  

Problem conclusion

• This change resolves an issue where the default Tririga login
  page would briefly display before a custom login page was
  loaded.  This is targeted to the 1H2016 release.
