Error description

• When a network interface that an Enterprise Extender link is
  using is brought down, the UDB stub ABENDs and does not recover.
  All links using this DLC fail and do not recover.
  
  The sna.err log records:

  UDP/IP returned an error (0x00000045) on a sockets receive call.
  The UDP stub for the HPR/IP port will ABEND.

  The HPR/IP UDP stub process has abended - HPR/IP will abend
