Local fix

Problem summary

• The SocketException with 'IOCTL SIOCGLIFFLAGS failed' message is
  thrown when isLoopback() method probes for EZASAMEMVS interface
  on z/OS.
  

Problem conclusion

• The return value bug inside native processing of isLoopback()
  method got fixed.
