Local fix

• -Xjit:disableTreeSimplification
  If the above option does not avoid the problem then this APAR
  does not apply to your problem.
  The use of this option may have a small impact on performance
  but it's unlikely to be more then 1%.
  

Problem summary

• The JIT would set a flag stating that a value is non-negative
  when in fact a negative value is possible.
  

Problem conclusion

• The JIT was modified so that the non-negative flag is cleared
  when the possibility of a negative value exists.
