Local fix

• Modify the path specified via -Djava.library.path to include the
  folder where the native library can't be loaded.
  

Problem summary

• The problem is caused when java.library.path is set to a path
  not including the default searching path, and JVM doesn't search
  in the default path in this case.
  

Problem conclusion

• The JVM has been updated to still search the default search path
  when java.library.path is set to a path that doesn't include the
  default locations.
