IV73278: INTERMITTENLY, THE RECONCILIATION CRON TASK WILL RUN TWICE BACK TO BACK.

Error description

• PROBLEM:  Customer gets instances of the cron task having two
  ACTION records in the Cron Task history back to back for no
  apparent reason.  The behavior is intermitten.  After they
  start a cron task on short notice (set the schedule so it will
  start in 5 minutes and then not repeat for a week), it will run
  the action twice back to back.
  
  
  PERFORMANCE ISSUE:  no
  
  
  STEPS TO REPRODUCE:
  Customer is using the Reconciliation task.  With this cron
  task, sometimes (intermitten), if they set it to execute within
  a couple of minutes, it will run twice.  In the L2 lab this was
  attempted countless times with the exact code version and
  patches they have installed but no success in recreating the
  issue.  Customer sees it about once or twice a week.

Problem conclusion

• The fix for this APAR was to create a new property to control
  when missed cron tasks are run and the two options now are
  immediately (default) or at the next scheduled run time
