Local fix

Problem summary

• api/java_nio/charset/Charset/index.html#Methods fails with
  java.lang.NoClassDefFoundError
  

Problem conclusion

• After some further investigation, I found that in charsets.jar,
  there is still one EBCDIC charset: IBM1377 which depends on
  sun.nio.cs.ext.DBCS_IBM_EBCDIC_Decoder which SFJ has already
  removed.To solve this problem, we need to remove the IBM1377
  charset as well so that make sure there is no EBCDIC charsets
  any more.
