Error description

• Situations which operate on two or more attribute groups can
  cause an ambiguity in the generated TEC event classname for
  forwarded events due to how the event data is processed.

Problem summary

• Forwarded events do not always have the correct event class
  name.
  
  
  When situations use multiple attribute groups, the event class
  name for the forwarded event may be determined incorrectly.
  

Problem conclusion

• The code has been changed to properly determine the event class
  name when an event is forwarded, except for case where
  a situation includes Local_Time or Universal_Time attributes in
  the Formula.
  
  For the exception cases of Local_Time or Universal_Time
  attributes, the rule for defining Situations that include
  Local_Time or Universal_Time attributes in Situation's Formula
  is :
  
    Never create a situation where user adds first 'condition'
    against a Local_Time or Universal_Time attribute.
  
  Here are two example Siuation Formulas (predicates), the first
  shows the undesired order in Formula definition,
  the latter shows the desired order in Formula definition, yet
  the two situations monitor the same issue.

  Of course, if the only Attribute Groups in a Situation's Formula
  are Local_Time and/or Universal_Time, the exception rule does
  not matter.
