  Problem Description:
  Situation never closes if offline MSN removed while Sit is open
  
  
  Detailed Recreation Procedure:  Given a HUB TEMS, Remote TEMS
  and
  and ITM Agent ...
  
  With all three running and at least one Situation (event)
  currently open
  on the Agent, stop the Agent and remove the offline Agent (MSN)
  while
  Situation is still open.  The effect will be that the Situation
  nevers
  gets closed.
  
  Removing an agent entirely from the TEMS database while it has
  open
  Situation events presents a problem when the RTEMS attempts to
  subsequently close them.

  Work-around:  One way to avoid encountering this APAR would be
  to:
  
  1) take the agent off-line and then
  2) wait until all situations associated with that agent close
  before
  3) deleting the agent.

Problem summary

• Situation never closes if an OFFLINE MSN is removed while the
  Situation is in Open state. A rare scenario was discovered that
  can result in a Situation with a stale Open event. If while a
  Situation is open the user stops the Agent for managed system
  node on which Situation was opened (moving Agent to offline
  status) and the user also then performs a 'Clear Offline Entry',
   thereby removing the managed system node, the existing Open
  event for the Situation will never be closed.   This leaves this
   Open event in a staled/orphaned state.
  

Problem conclusion

• Changes were made to the logic to correctly identify the stale
  Open event and in turn to process a Close event for the
  Situation, thus clearing Open event.
