APAR status

  • Closed as program error.

Error description

  • Explorer fails to establish a connection to a NIST SP800-131A
    compliant host system. The Explorer Error Log shows the
    following message:
    IZE0106E Connect failed with error "Received fatal alert:
    protocol_version" (host:port)
    

Local fix

  • The problem can be circumvented by choosing TLSv1.2 manually
    from the Explorer certificate management preferences.
    

Problem summary

  • Explorer can use a variety of protocols to establish a
    connection with a remote host. The protocol used can be selected
    in the Explorer 'Certificate managment' preferences. If
    '-default-' is selected, Explorer will communicate with the
    remote host to choose the best protocol each time a session is
    establised. If this negotiation results in certain TLS protocols
    being chosen, the connection may fail with message:
    IZE0106E Connect failed with error "Received fatal alert:
    protocol_version" (host:port)
    TLS V1.2 must be used to comply with NIST SP800-131A.

Problem conclusion

  • Explorer has been changed to ensure that a connection can be
    established over TLSv1, TLSv1.1, and TLSv1.2 when the default
    connection settings are in use.
    This fix will be made available in Version 2.1.0.3 of the IBM
    Explorer for z/OS, which will be included in Version 5.1.1.3 of
    the CICS Explorer.
