lparstat reports an app value of 0 for some time, even though there are free processors in the pool. This may happen after removing a processor from the pool or after LPAR migration to another frame. It may clear it's self after some time.

Problem conclusion
Fix is to query the hypervisor and get the information of shared processor pool idle time and do some calculations and pass accurate information to higher level routines
