Error description
Possible increase in random kproc cpu usage; A typical case is where one thread opens /dev/random, but never reads from it. Then another thread opens /dev/random when a privious thread has already opened the /dev/random device, causing the increased cpu usage by the random kproc.

Problem conclusion
Modified the random device driver' kproc so to handle to case where a thread may open /dev/random device, but never closes it.
