IV17832: DATA CONNECTION IS NOT ESTABLISHED IN ACTIVE MODE FTP CLIENT APPLIES TO AIX 5300-12

APAR status

• Closed as program error.

Error description

• After applying APAR IZ99702, ftp client can wait for data
  connection
  from ftp server which immediately returns error in reused
  port
  situation. However, data connection can not still be
  established
  if ftp server has a long TIME_WAIT timer.
  

Local fix

• Use passive mode.
  

Problem summary

• When doing a bulk file transfer using mget or mput subcommands
  of ftp, if the server fails to establish a data connection
  because we re-used a port and the port is in TIME_WAIT state
  on the server, it sends an error code. In this case,  we retry
  the command till 90 seconds and then time out. But for some
  servers like windows or solaris, the TIME_WAIT state can be
  longer than 90 seconds. So we time out in the AIX ftp client
  and the data transfer for some of the files may fail.
  The following messages may be displayed in this situation:
  
  425 Can't open data connection
  

Problem conclusion

• Added a new argument '-T' which tells ftp the time it should
  retry the command in case server is not able to establish the
  data connection and returns error '425'. So, use ftp as
  ftp -T <timeout> <Hostname>
