Error description

• When the customer stopped EIF probe with kill -3 or normal stop
  
  procedure, PA restarted it, however, it was down with
  "Error:Unable to bind to socket transportTransportList=t1.
  After repeat stopping/start, IF probe was running. This issue
  occured only when replace with Cevd.jar

Local fix

• Wait for FIN_WAIT2 holding the eif probe port to die, this is
  commonly set by tcp_fin_timeout and tends to be set to 60
  seconds.
