Error description

• Environment: All ITM releases where importNavigator command is
  supported
               Not OS dependent
  
  Problem Description:
  
  When a name field value is empty in the xml importNavigator
  fails.  The fact that the TEP is robust enough to handle this
  scenario importNavigator should as well.
  
  Detailed Recreation Procedure:
  
  The exact reason for the empty value is unknown.  The only way
  to "recreate" is to use an xml file and remove a name entry
  value.  And then try to import the xml.

• Possibly modify the XML
  

Problem summary

• The command now handles the case of a null name without
