nim bosinst from a spot resource will fail to update tcb when TBC is yes in bosinst.data. The install may fail when tcbck -y is run from bi_main. Or the target system will show tcbck errors on files from filesets installed in the spot.

Problem conclusion
modify c_instspot to force TCB_STATE=tcb_enabled for spot installs with TCB=yes; this will make installp update the sysck.cfg from /usr/lib/instl/install
