Error description

• Casting a string to a timestamp with the pattern `yyyyMMdd h:mm`
  fails for 2-digit hours. If a pattern contains an abutting
  sequence with years, then the casting will fail with BIP3204.
  Ex:
  yyyyMM h fails for 2-digit hours.
  yyyy h works fine for 2-digit hours.
  MMdd h works fine for 2-digit hours.

  PROBLEM DESCRIPTION:
  Casting a string to a timestamp with abutting pattern `yyyyMMdd
  h:mm` fails for 2-digit hours. If a pattern contains an abutting
  sequence with years, then the casting will fail with
  BIP3204.

  yyyy h works
  fine for 2-digit hours.
  MMdd h works fine for 2-digit hours.
  

Problem conclusion

• The product has been enhanced to ensure that casting a string to
  a timestamp using the abutting pattern `yyyyMMdd h:mm` with a
  two-digit hour format now works correctly.
