IT48673: THE DATA COLLECTOR SERVICE FAILS TO START AFTER INSTALLATION OR UPGRADE ON WINDOWS SERVER 2022 AND 2025 DUE TO WINDOWS SECURITY

Error description

• After installing the IBM Storage Insights Data Collector on
  Windows Server 2022 or 2025, the Windows service fails to start
  automatically.
  This behavior occurs due to the operating systems security
  feature Mark-of-the-Web (MOTW), which assigns a security
  identifier to files downloaded from the Internet. When the
  downloaded installation package (.zip) is extracted without
  first removing this metadata, all contained files including
  .jar, .bat, and .exe, inherit the blocked attribute.
  During the installation process, the Data Collector setup
  successfully creates the Windows service entry but cannot start
  the executable CollectorService.exe.
  Because Windows enforces MOTW restrictions on blocked files, the
  operating system prevents the execution of the required
  binaries.
  As a result, the Data Collector service fails to initialize and
  remains indefinitely in a Starting state within the Windows
  Services console, and data collection does not begin.
