• Closed as program error.

Error description

• Errors in output when mqsibackupbroker is run against a running
  server with a vault.  Errors similar to
  "BIP1257W: Could not back up the file
  ''*\vault\.configlockholders\<file name>" is seen.
  

Local fix

• Stop running brokers before running the mqsibackupbroker
  command.

Problem conclusion

• Mqsibackupbroker command is able to complete a backup operation
  even if the broker is running.
