IT47577: DFDL TEST PARSE TOOL FAILS

Error description

• When using the Test Parse Tool to test DFDL messages in the
  Toolkit the tool will fail with the following error message
  An internal error occurred during: "Running DFDL Parser".

  USERS AFFECTED:
  Users of ACE v12 who use the DFDL Test Parse function in the
  Toolkit's DFDL editor.
  
  
  Platforms affected:
  LinuxX64, WinX64

  PROBLEM DESCRIPTION:
  When a DFDL Test Parse was run it would fail to start due to an
  issue with the version of the protobuf-java jar.
  

Problem conclusion

• The plugin was updated to clarify the versions in use and avoid
  the error.
