APAR status

Error description

• The cloud cache transfer process within the server is using a
  low amount of bandwidth to cloud storage.
  
  
  
  Servermon data shows that per-thread "Cloud Upload" throughput
  (InstTput) is less than 10000 KB per second for most
  FlushCloudCacheCntrThread threads and there is a high amount of
  "Sleep" for these threads that matches or exceeds the amount of
  time spent in "Cloud Upload".
