IT47454: THE SCHEDULER NODE MAY FIRE EVENTS EARLY IN NON-UTC TIMEZONES

Error description

• An error in the calculation when applying the DST offset means
  that the Scheduler Node could fire event slightly early when
  running in a non-UTC timezone. Typically this would result in
  events firing between 10 and 60 seconds early dependent on the
  specific timezone.

  All users of IBM App Connect Enterprise version 12 or higher
  using the Scheduler Node.

  AIX, LinuxZ64, LinuxX64, LinuxPPCLE64

  PROBLEM DESCRIPTION:
