  The original issue related to the time zone problem has been
  resolved through APAR IT45395.
  However, the current issue is with a GoLang function, which is
  not correctly sending the time for summertime adjustments (DST).
  
  Specifically, the function is failing to apply the proper
  daylight-saving time adjustments for the relevant timezone.
