IT47110: PROVIDE OPTION FOR CONTROLLING PRECISION OF DECIMAL VALUES WHEN SET USING MBELEMENT.SETVALUE()

Error description

• When setting a decimal value using MbElement.setValue() either
  directly or indirectly via a map the decimal value is passed to
  the native code which creates the message tree by calling
  toString() on the Java decimal  value. This means that certain
  elements of precision such as the number of trailing zeroes
  following a decimal point can not be controlled.
  
  This APAR provides the environment variable
  MQSI_JAVA_BIG_DECIMAL_CONVERSION_FORMAT, when set this should
  contain a format pattern as described in https://docs.oracle.co
  m/javase/8/docs/api/java/text/DecimalFormat.htmlwhich will be us
  default toString() method of  the BigDecimal class.

  the Mapping Node or the Java Compute Node to pass decimal values

  t.html which will be used instead of the default toString()
  method of the BigDecimal class.
