Error description
When an APIM webhook update APIs/products and returns notificationStatus = fail to APIM (meaning there were errors during gateway refresh logged by config-sequence, whether or not those errors prevent refresh of the catalog), and a subsequent subscription create/update/delete webhook is successfully processed for the same catalog, a success is returned. This "flickering" could result in customers being misled to believe that there are no issues with the APIs in a catalog.
