Error description

• The ibmint command doesn't compile schemas contained in
  non-message set projects when supplied with '--input-path' and
  '--compile-maps-and-schemas' flags.

• Local fix steps:
  1. Run 'ibmint package --input-path
  --output-bar-file  ...' (without
  --compile-maps-and-schema).
  2. Run 'ibmint package/deploy --input-bar-file
  --compile-maps-and-schema ...'.
