Unexpected local remainig consuming when using IPv6 for GP cluster configuring. When Using IPv6 to config gateway peering cluster environment, during the testing for assembly count limit and assembly burst limit, found that local cache remaining header respond unexpected value. In sometimes, the token consuming became "2" not "1".
