IT46484: WHEN REPLY-TO-Q IS SET TO EMPTY, MQV9+ HANDLER TRIES TO OPEN THE QUEUE

Error description

• DataPower MQv9 treats an empty reply-to-q name as a queue that
  needs to be opened, so it fails, and it rollback.

• When reply-to-q is set to empty, MQv9 Handler will still try to
  open the queue
