Error description

• There is an error in the HACL manual for all versions of PCOMM
  from V6 to V15:-
  Chapter 2. HACL for C++
  Section : ECLKeyNotify Methods
  Method : NotifyEvent
  Error:  Return Value description
  
  According to the manual, you must return 1 to discard the
  keystroke and 0 to send the keystroke to the host.
  This is incorrect.   A return value of 1 means send the
  keystroke to the host.
