Error description

• A second consecutive IBM Spectrum Protect Server COPY ACTIVEDATA
  process unexpectedly copies
  
  the same amount of data as the first one although no new client
  data was ingested.

  The problem occurs only when fragments are skipped. Since the
  entire object is not copied, it is rolled back and eligible to
  be copied again the next round.
  The first fragment has copyState 2 while the others have
  copyState 1.
