Error description

• When attempting to register for a new Storage Insights instance,
  the action is blocked with a popup message that refers to an
  existing Storage Insights instances where the user has access
  (admin or monitor).
  Having access to another Storage Insights should not prevent
  a user from getting one of their own if they are not already an
  owner of one.
