Error description

• Unable to enter decimal values in the input fields while
  creating alert definition. Coping the decimal value from the
  text editor is allowed, but typing the value is not possible.
  Example: 0.1 cnt/s
  

Local fix

• Copy a decimal value from a text editor and paste that value
  into the input field.
  
  Or, to enter a value such as 1.3:  Type in the integers
  (such as 13) and then place the cursor between
  the numbers, and type the decimal to generate  1.3
