Error description
The following error may occur when labeling new LTO-9 tape media: ANR8311E An input/output (I/O) error occurred during an attempt to access drive DRVXX (\\.\Tape9) for operation TESTREADY. The error number (errno) is 121 and the return code (rc) is 2863. ANR8304E Time out error on drive DRVXX (\\.\Tape9) in library LIBRXX ANR8779E Unable to open drive DRVXX (\\.\Tape9), error number= 85180. ANR8311E An input/output (I/O) error occurred during an attempt to access drive DRVXX (\\.\Tape9) for operation OFFL. The error number (errno) is 1110 and the return code (rc) is 2863. ANR8942E Could not move volume VOLXXXL9 from slot-element 257 to slot-element 20. ANR8802E LABEL LIBVOLUME process, 109, for library LIBRXX failed. That happens because new L9 / LZ medias need to follow a media optimization function described in the following documentation: https://www.ibm.com/docs/en/t-tt-and-t?topic=introduction-med ia-optimization That media optimization is done the first time a new never used tape is mounted in a LTO-9 drive, and it may take between 20 mins to 2 hours. That is larger than the timeout used for tape IO operation. The timeout is the reason for the error seen in IBM Spectrum Protect server. IBM Spectrum Protect Versions Affected: All IBM Spectrum Protect Server at 8.1.12.0 and higher on all supported platforms LTO9 support was introduced since 8.1.12.0 Additional Keywords: TS013376018 LTO-9 ULTRIUM ULTRIUM9 ULTRIUM-9
Local fix
Mount any new LTO-9 tape in drive once before attempting to use it in IBM Spectrum Protect like described in that technote: https://www.ibm.com/support/pages/node/6482903

Problem conclusion
This problem was fixed. Platforms fixed: AIX, Linux, and Windows ANR8304E Time out error on drive XYZ in library ABCD library. Explanation A time out condition occurred while waiting for the given drive to become ready so that automated library operations could be performed. If this failure happens in an LTO 9 tape drive and the tape is the first time to be loaded to the LTO 9 drive, this failure is expected. Check the technot for detailed info at https://www.ibm.com/support/pages/node/6482903 SystemAction The operation fails. UserResponse Ensure that the DEVICE parameter associated with the drive was identified correctly in the DEFINE PATH command, and that the device is currently powered on and ready. For using LTO 9 tapes, ensure these LTO 9 tapes are already initialized.
