IT45341: FOR OAI3, THE PRODUCES AND SOAPELEMENTNAME CONFIG INFORMATION IS GENERATED INCORRECTLY

• Closed as program error.

Error description

• This problem was found by doing the following:
  
  For each of the complicated WSDLs in the apiconnect-wsdl
  project, generate an OAI3 and OAI2 api.
  Note this is almost 1000 apis and the total size is over 700M.
  Thus these are big and complicated.
  Used a variant of the recently developed apic2dpsniff test to
  generate configs for each of these APIS.
  The configs for OAI2 and OAI3 should be the same (except for
  some known naming differences).
