IT43436: Unmanaged .NET client application with AMS installed reports mqrc 2035(MQRC_NOT_AUTHORIZED) when using a z/os queue manager

APAR status

• Closed as program error.

Error description

• When the IBM MQ AMS component is installed on the client side,
  an unmanaged .NET application opening a queue for PUT or GET on
  a z/OS queue manager fails with 2035(MQRC_NOT_AUTHORIZED) if
  browse authority is not added for the user on queue manager.
  

Local fix

• Grant browse authority to SYSTEM.PROTECTION.POLICY.QUEUE for the
  user ID associated with the connection to the z/OS queue manager

  PROBLEM DESCRIPTION:
  MQ unmanaged .NET client did not set an internal structure
  properly which caused the AMS policy details fail to be
  retrieved. This was later reported back to the application as an
  authorization error.
  

Problem conclusion

• MQ code has been modified to correctly retrieve the AMS policy
  details in this scenario.
