If a message flow was idle for few seconds and then if many input messages arrive in a second then the flow may process two or three more messages than the maximumRateMsgsPerSec configured in the WLM policy.

Platforms affected: AIX, WinX64, LinuxZ64, LinuxPPCLE64, LinuxX64 **************************************************************** PROBLEM DESCRIPTION: If a message flow remains idle for a few seconds and then receives a burst of input messages within a short period (for example, within one second), it may temporarily process two or three additional messages beyond the configured maximumRateMsgsPerSec limit defined in the WLM policy.
Problem conclusion
