Error description
BIP8288W: Unable to read ODBCINI file '/Development/aford/TS008758114/odbc.ini'. Check that this file exists, and that the integration node user ID has permission to read and write the file. The integration node cannot read the file '/Development/aford/TS008758114/odbc.ini', which is specified by the ODBCINI environment variable. Ensure that the ODBCINI environment variable points to an existing file, and that the integration node user ID has permission to read and write the file.

This check was incorrect as the mqsicvp command only requires read access to the $ODBCINI file.
Problem conclusion
