IT40740: WORDING OF EMAIL ALERT FOR DISCONNECTED DATA COLLECTOR

Error description

• When the heartbeat between Storage Insights and a data collector
  fails to connect, the data collector is considered disconnected
  and an email alert is generated.  The alert states:
  
  "We noticed that a data collector in your environment has not
  connected to IBM Storage Insights."
  
  This message is considered confusing because it can give the
  impression that a data collector may not have ever connected
  rather than it being a short-lived disconnect that has already
  been recovered.  The recommended actions within the email did
  not address the short-lived disconnect well either.
