IT39567: Fix pack 9.2.0.4 cannot be installed with rpm/yum if the product license has not yet been accepted

Error description

• Users who apply an IBM MQ 9.2 base installation, and then an
  IBM MQ 9.2 fix pack prior to accepting the license with the
  "mqlicense" command encounter an error when performing this
  scenario using the 9.2.0.4 fix pack.
  
  This affects users who build an install repository for use with
  yum.
  
  The attempt to install the 9.2.0.4 fix pack fails with:
  
  ERROR: The license for this installation has not yet been
  accepted.
   This must be done before a fix pack can be applied
   Use the [MQ_INSTALLATION_PATH]/bin/mqlicense command.
  

Local fix

• Accept the license using the
  [MQ_INSTALLATION_PATH]/bin/mqlicense command before installing
  the fix pack.

  This issue affects users of IBM MQ 9.2.0.4 on Linux, who wish to
  install the 9.2.0.4 fix pack using yum or rpm before the product
  license has been accepted for the base installation.

  PROBLEM DESCRIPTION:
  A logic error introduced as part of the changes for APAR IT35023
  meant that the installation type could not be correctly
  determined by the fix pack installation logic if the product
  license had not been accepted, causing the installation to fail.
  

Problem conclusion

• The RPM fix pack install logic has been corrected such that the
  installation type can be correctly determined when the license
  has not been accepted.
