IT38568: MQSILIST CAN GARBLE NON-ASCII CHARACTERS IN ITS OUTPUT

Error description

• The mqsilist command can garble non-ASCII characters that may be
  returned by the v2 Admin REST API. This is because the UTF-8
  values returned in a REST response are misinterpreted as being
  ASCII and therefore displayed to the end user using an incorrect
  algorithm.

  PROBLEM DESCRIPTION:
  The mqsilist command can corrupt non-ASCII characters that may
  be returned by the v2 Admin REST API. This is because the UTF-8
  values returned in a REST response are misinterpreted as being
  ASCII and therefore displayed to the end user using an incorrect
  algorithm.
  

Problem conclusion

• The mqsilist command, and other mqsi console commands, now
  correctly output messages in the local codepage.
