IT38492: PURE STORAGE PROBE FAILS WHEN DEVICE WITH NO CONFIGURED HOSTS ISADDED TO STORAGE INSIGHTS

Error description

• A Pure storage device that is added to storage insights in a
  partially configured state, with no storage configured to hosts,
  fails to probe. Probes fail with 'device unreachable', and
  attempts to open the device in storage insights will see:
  
  BPCUI0032E
  Oops something wrong happened on our end. We did not receive any
  data for the request. Error code: TSS:500.
