IT37742: The runamscred utility incorrectly generates FDC files if run with no parameters

APAR status

• Closed as program error.

Error description

• If the runamscred utility is run without the required
  parameters, a failure data capture (FDC) record is incorrectly
  generated.
  
  If the FDC file is attempted to be written to a directory which
  is not writable, the FDC data is written to the console instead,
  obscuring the runamscred command usage message.
  

Local fix

• ConfigException constructor does now not get the NLS message.

  PROBLEM DESCRIPTION:
  A logic error in the runamscred utility caused an internal
  exception when retrieving the usage message text for runamscred
  when required parameters were missing. This exception triggered
  the generation of the FDC record data.
  

Problem conclusion

• Runamscred has been updated to correctly output the usage
  message when handling missing required parameters.
