Error description

• IBM Spectrum Protect Plus throttling does not reallocate
  available
  
  bandwidth to other vSnaps when multiple vSnaps exist in a
  single site.
  
  Example:
  
  Site A throttles to 100 MB/s.
  Site A contains 5 vSnaps
  
  100MB/5 = 20MB/s per vSnap assuming all 5 are in use.
  If only 4 are in use, each needs to be throttled to 25.
  
  Once 1 or more vSnaps are no longer in use, their allocated
  bandwidth
  should be reallocated to vSnap currently in use.

• Open the site settings in the UI and click "SAVE". This will
  reallocate
  
  the bandwidth accordingly.

Problem conclusion

• Implemented code fixes around the propagation of throttle
  information when multiple vSnap servers within a site are
  replicating data. The fixes ensure that when a subset of vSnaps
  in the site finish replicating, the available throttle capacity
  is redistributed to other active vSnaps.
