IT36899: MQ Appliance might reload while reading and saving a configuration at the same time

Error description

• If MQ Appliance tries to read a config file while a different
  thread is writing the file at the same time, then the read might
  hang causing a watchdog restart.

  PROBLEM DESCRIPTION:
  The MQ Appliance firmware failed to correctly time out read
  operations on configuration files that were concurrently being
  written, causing a hung thread to be detected, resulting in a
  restart of the supervisor process.
  

Problem conclusion

• The MQ Appliance firmware has been updated to prevent the file
  read operation hanging due to concurrent read access, in order
  to prevent the supervisor restart.
