Error description
mqsistop command with immediate option returns BIP8016E error message and fails to stop a multi-instance broker on Windows. BIP8016E: Cannot confirm the component has stopped. Either a request to stop this component was refused or the command is unable to establish that the component stopped within the command's specified 'timeout' value. Also once multi-instance broker is started, BIP2044 error get logged in the Windows eventviewer in every one minute. BIP2044 : (HABKR) The integration server ''default'' (process-id'1364') is still starting after 61 seconds.

Problem summary
**************************************************************** USERS AFFECTED: All users of IBM App Connect Enterprise V11.0 and V12.0 on Windows using multi-instance integration nodes. Platforms affected: Windows on x86-64 platform **************************************************************** PROBLEM DESCRIPTION: The mqsistop command with immediate option returns BIP8016E error message and fails to stop a multi-instance broker on Windows. Problem conclusion
