If the DataPower crashes while the watchdog process timer has started counting due to a hung transaction on the DataPower, it may watchdog reload while starting up without waiting the full two minutes.

When Datapower is reloading for a crash issue, sometimes it may encounter an unexpected watchdog event to get the second reloading.
