Error description
During a backup or archive operation that uses Microsoft Volume Shadow Copy Service (VSS), several messages are logged in the Windows Application Event log. These messages are normal, but might include extraneous text. For example: ---------- The description for Event ID 4097 from source TsmVssPlugin cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer. If the event originated on another computer, the display information had to be saved with the event. The following information was included with the event: VSS has committed all shadow copies in set. The locale specific resource for the desired message is not present ---------- The message text "VSS has committed all shadow copies in set" is normal, but the surrounding text should not appear. The surrounding text occurs for operations that use VSS if the system state was never backed up by the backup-archive client. For example, if Open File Support (OFS) is enabled for local file system backup by setting SNAPSHOTPROVIDERFS VSS, but the system state is not backed up. SNAPSHOTPROVIDERFS VSS is the default setting beginning with backup-archive client versions 7.1.8.6 and 8.1.8.0. Customer/Support Diagnostics (If Applicable): Check the Windows registry for the presence of registry key HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Service s\EventLog\Application\TsmVssPlugin. The registry key should exist, and it should include these values: value: EventMessageFile, type: REG_SZ data: C:\Program Files\Tivoli\TSM\baclient\tsmvssmr.dll value: TypesSupported type: REG_DWORD data: 0x7 IBM Spectrum Protect Versions Affected: All versions of IBM Spectrum Protect backup-archive client on Windows platform Initial Impact: low Additional Keywords: Spectrum Protect client; TS005109648; open file support feature
Local fix
The messages are harmless and can be ignored. Or once you perform a system state backup, the registry entry is created and the issue is resolved.

Problem conclusion
Previously the national language support plugin was missed. After the fix the plugin is added to registry now at installation and deleted when uninstall client.
