IT36122: runmqsc -f on the IBM MQ Appliance fails with "failed to open file [filename]" when the file was altered by copy command

Error description

• When the IBM MQ Appliance copy command is used to move/modify
  the file generated by the dmpmqcfg command, the 'runmqsc -f'
  command is failing to access the file generated by the copy
  command.

• Use the WebGUI to make any changes to the file generated by
  dmpmqcfg.

• MQ code is modified such that copy command will retain the
