Error description
When registering a VMware vCenter Hypervisor in Spectrum Protect Plus that uses a custom port value different from the default port 443, any inventory, backup or restore operation related to that vCenter will fail with the job log message : CTGGA1894,Failed to connect to VMware CIS service: <IP_of_vCenter>. Cause: Connect to <IP_of_vCenter>:443 [/<IP_of_vCenter>] failed: Connection refused (Connection refused) Despite the registering was successful with a custom port, Spectrum Protect Plus still attempt to use the default port 443 to contact the VMware 'cis-license' service. Local fix
Avoid using a custom port for the vCenter until a fixing version is available.

Problem conclusion
