IT32703: ValidateAuth=No does not preserve non-default file permissions on queue manager error logs

Error description

• The qm.ini Filesystem stanza option ValidateAuth=No is not
  maintaining the non-default file permissions set by the user for
  the queue manager error logs

  PROBLEM DESCRIPTION:
  Changes to error log file handling made in the 9.0.4 CD release
  introduced a logic error in the code to rollover error log files
  which meant that the file permissions of the AMQERR0*.log files
  reverted to their default file permissions during the rollover.
  

Problem conclusion

• The MQ error log handling code has been corrected to address
  this issue.
